What is domestic transit?
The concept of transit is closely linked to the import and export of goods. Transit can have many definitions, but in general terms, it refers to goods sent by a seller or manufacturer to a destination (in this case, within the country) that are still in transit and have not yet reached the buyer or orderer. Few people have not heard the term “transit,” but if you are active in the field of import or export, or if you are a successful international producer or trader, transit becomes highly significant for you.
There are generally two types of transit:
- Domestic transit
- Foreign or international transit
- Dump truck
- Tent transit
- All types of trucks and trailers.
Types of internal transit
It is commonly believed that transporting heavy cargo using trailers and trucks is called transit, but this is only one type of transit. There are other types of transit, which are outlined below:
- Land Transit: This type of transit involves transporting heavy, high-tonnage cargo using dump trucks, trailers, and trucks. As mentioned earlier, rail transit is also considered part of land transit, handling much larger volumes and generally used for transporting factory raw materials or heavy construction equipment.
- Sea Transit: Sea transit is a method of transportation that moves several thousand tons of goods from one point to another using cargo launches and transit ships. This transportation method is primarily used in international transit, and in countries with extensive waterways, it is also used for domestic transit. Sea transit is much easier and less risky than land transit, with the main risk being the potential sinking of the cargo at sea. Examples of this type of transit in our country can be seen at Bandar-e Rajaee, Bandar-e Chabahar, Bandar Imam, and Bandar Mahshahr, which annually import and export several thousand tons of goods.
- Air Transit: Air transportation is one of the most important methods of transport worldwide, used by countries around the globe. It is primarily chosen for its high speed of delivery. Air transit is especially used for transporting perishable agricultural products that spoil within a few days, or other goods where time is the most critical factor in the transportation process. If we have goods weighing less than 1 ton and want to use land transit methods, the shipment must be handled under “groupage” regulations, which can take several months for the goods to reach their destination. For this reason, in most cases, air transit is used for special goods or items that the buyer urgently needs.
Internal customs transit
Domestic transit is a process in which imported goods that have not yet been cleared and whose duties and taxes have not been paid are transported from one border customs office to another within the country, under the strict supervision of Iranian customs, until they are cleared and delivered to the consignee. This process is called “transshipment,” and its main focus is the thorough and complete oversight by customs to ensure compliance with all laws and regulations.
Oversight in this process is conducted to ensure that the goods are not tampered with or altered before reaching their destination and being cleared.
Domestic transit of goods
There are several factors for choosing domestic transit of goods, some of the most important of which are:
- One reason for choosing a domestic transit method is that the cargo owner, or the person handling customs clearance, relies on their work experience and familiarity with the customs procedures and regulations of the destination customs office to transport the goods there.
- In some cases, the cargo owner prefers, especially for imported sea shipments, to use containerized transport to prevent damage or additional loading and unloading at the entry customs. The goods remain in the container until they reach their destination, which significantly reduces the risk of damage.
- There are three different methods of domestic transit, and it is essential to be familiar with each of them. The laws and regulations for each domestic transit method (land, sea, air) significantly streamline the process of goods transportation and customs clearance.
- Awareness of domestic transit costs and the choice of each method depend on several factors, such as the type of goods, volume, value, the transit method selected, the transit route, and the distance between the origin and destination.
- Personal handling of domestic transit can incur significant costs for the cargo owner. Therefore, entrusting transit operations to a reputable transport and transit company saves both time and money. Additionally, if any risk affects the shipment, the insurance coverage provided by transit companies gives the cargo owner peace of mind.

Internal administrative transit
When transit cargo enters the country’s borders, the “carrier” chosen by the cargo owner, with the necessary documents and a completed customs declaration related to the transit, submits a request for domestic transit approval to the customs authorities.
The documents required to obtain an internal transit permit are as follows:
- Sales invoice
- Certificate of Origin
- Packing List
- Operating License (which manufacturing companies must possess)
- Bill of lading
- Order registration certificate
- Discharge
Internal transit procedures
The internal transit steps are as follows:
First, after receiving the customs declaration and other documents, the customs authorities carefully inspect the goods to ensure they match the declaration and the related shipment documents.
Afterwards, the carrier collects a sum from the cargo owner as a guarantee to ensure the goods reach their destination without tampering during transit. This amount varies depending on whether the goods are commercial or manufactured, their value, purpose, applicable import duties, and other factors, and is determined after careful assessment.
However, due to the high amounts of cargo guarantees and the variety and volume of goods transported through transit, it is not possible to determine an exact monetary equivalent for the guarantee. Therefore, freight companies usually enter into contracts with insurance companies (approved by customs) and obtain the necessary guarantees for each project from customs, which is referred to as a “Transit Bond.”
After completing these steps, the loading and shipment permit is issued, and before the transit leaves the customs, the goods are inspected once again.
The shipment must reach the destination customs according to the schedule specified in the transit permit. If this timeline is delayed for any reason, the shipment is considered suspicious and is subjected to very thorough and detailed inspection at the destination customs.
These inspections are conducted to ensure that the shipment has not been tampered with or altered during transit.
Once the shipment reaches the destination customs, an expert there inspects the cargo and verifies that its condition matches the details recorded in the documents and transit permit, ensuring no discrepancies exist. After this step, the warehouse receipt from the destination customs is issued, allowing the cargo owner to clear their goods.

Internal transit procedure
When a shipment enters the country from abroad, it is transferred to one of the designated customs offices. If the goods need to be moved from one domestic customs office to another, they are loaded at the initial customs and usually transported via land to the secondary customs, where they are unloaded. This process is called domestic transit. In domestic transit, it is not necessary for the cargo to be handled by the importer themselves.
There are companies that handle all aspects and stages of domestic transit. In fact, the domestic transit process does not require a prior order registration and can be carried out without obtaining one.
Below, we list the necessary documents required to carry out the domestic transit process:
- Certificate of Origin
- Packing List
- Customs warehouse receipt
- Sales invoices
- بارنامه
- Order registration certificate
- Discharge

In today’s world and the expanding economies of developing countries, the growing market demand has significantly increased the importance of the transportation industry. The emergence of transport companies and institutions across a country highlights the significance of this sector. Cargo transit, conducted by transport companies, offers advantages such as saving time and money, providing traders and cargo owners with confidence and peace of mind that their goods will arrive safely and on time, and insurance coverage in case of shipment damage. Therefore, it can be said that the best method for cargo owners to save time and capital, while ensuring timely and secure delivery of their goods according to schedule, is to entrust their shipments to domestic transit companies.
